I always thought it was Bill Elliott at Talladega; and the exact speed was 212.809 May 3rd 1987, he also set the record at Talladega in 1986 212.229 May 4th…However, it turns out that Russ Wicks now has the title…see the following link:

that was in qualifying setup not race setup. Chances are strong that Bill still holds the record though in race setup too…that team was nearly untouchable on the superspeedways for five years or so.
